You open this dialog box by clicking Default External Delays in the Clocks page of the Settings dialog box.

Allows you to specify the default external delays to and from device pins. You can override these default delays on a pin-by-pin basis by specifying the External Input Delay or External Output Delay assignment when you make individual timing assignments with the Assignment Organizer command (Assignments menu).
