Compiling and Simulating with accelerated VITAL packages

vcom automatically recognizes that a VITAL function is being referenced from the ieee library and generates code to call the optimized built-in routines.

Optimization occurs on two levels:

• VITAL Level0 optimization
  This is a function-by-function optimization. It applies to all level0 architectures, and any level1 architectures that failed level1 optimization.
• VITAL Level1 optimization
  Performs global optimization on a VITAL 3.0 level1 architecture that passes the VITAL compliance checker. This is the default behavior.
